do you know if i but a ticket in presale via ticketmaster and if i can't make the show, if i can cancel my booking and get refund?

it is not so joyful to al lot of people who couldn't get a ticket.

if i buy a ticket to an abroad show, and it cancelled or i can't make it in time, can i get money refund and cancel my reservation in ticketmaster?
