How many times and under what circumstances has Leonard Cohen sent a message or had any contact with his forum fans?

Well a lot of times with the drawings and poems he sends us. I cannot imagine Bob Dylan doing the same. Plus I think once in the chat room. And I once asked something and Jarkko wrote to me 'Leonard says...'

I do not know for sure but I've seen reports that appear to suggest that Bob Dylan is not very computer savvy and that he wouldnt know what to do if a computer was put in front of him other than turning ON the power. So there is no immediate danger atleast of the world being subjected to squiggly lines from him.
